This chart is the most disingenuous and conniving I’ve seen in quite some time.
By state law, every governor in Wisconsin has to produce a budget that’s balanced. That means that every governor, including Doyle, McCallum, Thompson, etc. has to make a budget that’s balanced.
But it’s balanced based on projections of revenues. When revenues go down, deficits are created. And since the economy tanked during Doyle’s time in office, it was no surprise that the deficit would go up — the projected revenues were lower than what actually came to be two years later.
Then you have Walker at the end of the graph. You label his time in office as a surplus — but again, this is based on a PROJECTED REVENUE. We won’t know whether it’s a surplus or a deficit until two years from now.
In other words, you’re comparing a projected budget (Walker’s) to actual outcomes. It’s apples to oranges.
